History of Radon and Rent
In 2019 a tenant radon protection bill (SB-1559 Tenant Radon Protection Act) was submitted to the Illinois General Assembly by Dan Potter, Gloria Linnertz, Jim Emanuels and Angela Tin (from American Lung Association). They obtained 16 legislative co-sponsors. The bill got as far as passing the first Senate sub-committee and, as 90+% of Illinois bills do, it ran out of time before the legislative session expired for the year.
In 2022 and 2023, a bigger group, this Taskforce, was formed, with the same people (except Angela) leading the Taskforce. Primary legislative bill sponsors and a lobbyist were obtained. Midwest IEA paid for the lobbyist and other misc. expenses.
Concurrent House and Senate bills, Tenant Radon Protection Act SB-1929 and HB-2217, were introduced into the Illinois General Assembly. After securing Senator Ellman and Rep. Williams as primary sponsors, and with extensive legislative outreach, the Taskforce eventually secured 30 legislative co-sponsors. Negotiations occurred with the Illinois Realtors Association who initially opposed the bill. After many hours of volunteer work, and good efforts by the lobbyist, the House bill passed the General Assembly on May 5, 2023. The Governor signed the bill into law July 28, 2023.
Thereafter, the Taskforce initiated a large-scale awareness campaign. Efforts centered on asking many other various organizations, (tenant groups, landlord associations, health associations etc.) to spread the word to their members and the public via their websites, newsletters, blogs, social media, press releases, etc.
